PRINCIPAL DUTIES
  1. Business unit leader responsible for all aspects of paving operations statewide, including safety, project management, engineering, field operations, customer interaction and contract administration. Supervises estimating until further notice.
  2. Organize, train and equip assigned personnel. Execute paving projects in accordance with contract specifications, applicable laws, regulations, company policies, collective bargaining agreements and best industry practices. Set and enforce the highest standards for quality, safety and customer service.
  3. Profit and loss accountability. Develop and track division budgets and capital expenditure requests. Update and modify budgets to meet current business conditions. Manage costs to achieve target margins.
  4. Comply with all applicable policies and procedures to establish and maintain a safe, efficient and professional working environment. Communicate effectively at all levels of the organization.
  5. Participate in updating and implementing company and departmental strategic objectives, budgets, forecasts and operating plans.
  6. Develop and maintain an expert understanding of the statewide market, including agency demand, customers, competitors, technology, future opportunities and threats. Propose, and when approved, implement action plans meant to maximize company profitability and increase market share.
  7. Responsible for monthly and quarterly projections and business forecast. Determines strategies to close the gap to plan if applicable. Responsible for maintaining the Work in Progress (WIP) schedule for the company’s financials.
  8. Responsible for developing and maintaining good relationships with clients including but not limited to Federal, State and County officials, general contractors and private clients.
  9. Provides production estimates and project plans to support estimating department in developing and submitting proposals and bids.
  10. Responsible for compliance with applicable laws, regulations and company policies. Working knowledge of applicable regulations, including HIOSH, MSHA, PUC, traffic laws, 2005 Standard Specifications and Special Provisions, environmental operating permits and regulations, AASHTO specifications, company policies, standard operating procedures and employee handbook.
  11. Responsible for managing, coaching and developing the staff in the division which includes working with HR on employee discipline and grievances, performance expectation setting, performance feedback and recruiting and retaining qualified employees for all positions.
PRINCIPAL REQUIREMENTS
  1. B.S. in Civil Engineering and/or Business Administration or related discipline (An equivalent combination of education and experience may be substituted).
  2. 10 years management experience in the asphalt paving or aggregate supply industry.
  3. Working knowledge of Word, Excel, Email, Vista; aptitude to learnin-house systems.
  4. Mathematical calculations used to calculate cost figures, generate estimates, etc.
  5. Good verbal and written communication skills.
  6. Must be able to read and understand job and environmental requirements, specifications, regulations
  7. Valid Hawaii driver’s license and favorable traffic abstract.
