PRINCIPAL DUTIES
  1. Supervises quality control technicians assigned to Kona and assist with Kaua’i, Maui & Moloka’i; plans and coordinates workload and distribution.
  2. Aggregate – Performs inspections and/or supervises testing, as necessary, at quarries, AC plants and job sites to ensure that materials produced and received are in conformance with agreements/specifications.
  3. Bituminous Mixtures – Collects plant, field and laboratory sampling and performs testing of bituminous materials for compliance with the project plans and specifications.
  4. Ensuring the Stonemont data base and program is updated with the most current test results (e.g., stockpile gradations, HMA test results, mix designs, and production plant settings).
  5. Assists contractors with quality control – CQC / CQM (Construction Quality Control / Certified Quality Manager) on projects (Federal/ FAA) so designated; acts as contractor appointed owner’s representative on acceptance of all phases of construction on the project.
  6. Assist the Radiation Safety Officer (RSO) with nuclear gauges on the neighbor islands: Establishes, maintains and performs radiation tests and files results in accordance with Nuclear Regulatory Commission guidelines.
  7. Responsible for asphalt concrete (AC) mix design submittals for all projects.
  8. Coordinates with government agencies in developing new products, techniques, mix designs and performance testing.
  9. Responsible for all quality control test reports, recordkeeping (paper and Stonemont), equipment calibration and verification in accordance with ASTMD3666 (American Society for Testing and Materials – Road and Paving Materials).
  10. Performs other duties as assigned.

PRINCIPAL REQUIREMENTS
  1. College degree in related field.
  2. 5 years of supervisory experience in a similar industry.
  3. Working knowledge of Word, Excel, Email. Adaptable to in-house software. Keyboarding skills sufficient to complete tasks in a timely manner.10 key touch.
  4. Solid math aptitude to perform daily tasks and identify errors or questionable data.
  5. Must be able to read and understand job requirements and specifications and related technical information.
  6. Blueprint reading preferred
  7. Valid Hawaii driver’s license and favorable traffic abstract.
  8. Nuclear Gauge and RSO Certification
  9. Mix Design Certification from the Asphalt Institute for Marshall and Superpave designs(MS-2).
  10. NICET Level IV.
  11. Army Corps of Engineers CQC / CQM or equivalent.
  12. Ability to direct others and ensure completion of tasks in a thorough, accurate and timely manner.
  13. Excellent interpersonal skills to ensure effective internal and external communications.
