PRINCIPAL DUTIES
  1. Recognizes the skill sets of all QC staff, establishes individualized development plans, and provides appropriate training to ensure competency of staff and the quality of products and services.
  2. Directly oversees and supervises the State wide staff; plans and coordinates workload and distribution. Provides support for all Technicians statewide.
  3. Responsible for all quality control test reports, recordkeeping (Stonemount Data Base), equipment calibration and verification in accordance with ASTM D3666 (American Society for Testing and Materials – Road and Paving Materials.
  4. Coordinates with government agencies in developing new products, techniques, mix designs and performance testing. Facilitates the flow of information (submittals, certifications, mix designs, and correspondence) between QC Lab and Company operations, customers, and agencies.
  5. Performs inspections and/or supervises testing, as necessary, at quarries, AC plants and job sites to ensure that materials produced and received are in conformance with agreements/specifications.
  6. Collects plant, field and laboratory sampling and performs testing of bituminous materials for compliance with the project plans and specifications.
  7. Maintains current knowledge of aggregate, paving, and asphalt plant processes. Evaluates and reviews all technical specifications and makes appropriate recommendations for proper material usage, HMA mixes, and performance.
  8. Assists contractors with quality control – CQC / CQM (Construction Quality Control / Certified Quality Manager) on projects (Federal / FAA) so designated; acts as contractor appointed owner’s representative on acceptance of all phases of construction on the project.
  9. Designated Radiation Safety Officer (RSO) for all nuclear gauges: Establishes, maintains and performs all radiation tests and files results in accordance with Nuclear Regulatory Commission guidelines.
  10. Performs other duties as assigned.
  11. Promotes awareness of and follows Company and general safety policies.
  12. Exhibits a core understanding of mutual respect and good customer service orientation in interactions with all people in the workplace.
PRINCIPAL REQUIREMENTS
  1. Bachelor’s degree in Civil Engineering or related field preferred.
  2. 5 - 10 years supervisory/management experience in hot-mix asphalt related quality control and supervision of QC staff.
  3. Working knowledge of Word, Excel, Email. Adaptable to in-house software. Keyboarding skills sufficient to complete tasks in a timely manner.
  4. Excellent math aptitude to perform daily tasks and identify errors or questionable data.
  5. Must be able to read and understand job, equipment, and environmental requirements/specifications/regulations.
  6. Ability to read blueprints is preferred.
  7. Valid Hawaii driver’s license and favorable traffic abstract.
  8. Nuclear Gauge and RSO Certification.
  9. Mix Design Certification from the Asphalt Institute for Marshall and Superpave designs.
  10. NICET Level IV.
  11. Army Corps of Engineers CQC / CQM or equivalent.
  12. Ability to direct others and ensure completion of tasks in a thorough, accurate and timely manner.
  13. Excellent interpersonal skills to ensure effective internal and external communications.
  14. Must be at least 21 years of age.
